Subject: PCB Size Question

I'm working on a design in EAGLE 5.4. I have several components that hang over the edge of the board. The component outlines are specified in the tPlace layer (21). Is the board size determined solely from the Dimension layer (20) or do you also take the tPlace layer into consideration?
