Subject: How to submit multiple boards in one panel?

I read the FAQ and got the idea that I could submit multiple boards on one panel and be charged only the price for the one panel. To calculate the quote, I allowed 0.1" for routing the boards apart.

I received four boards and was charged as if I had submitted four separate boards (i.e., each was subject to the minimum board size, solder mask and silkscreen charges). The ability to do this was the primary reason I used PCB-Pool.

If there is a way to submit multiple boards as a single panel for the price of the single panel, what is it?

It would also be a plus if you had notified me that there was going to be a discrepancy between the board price I calculated online and what you intended to charge me.
