Thank you for your interest in Pcb Pool.
We do not apply the solderpaste to the pcbs as part of our Pcb-Pool service. The boards will be Hot Air Levelled which means the pads will be coated with solder. The soldermask is a layer of green in that is applied to the board. Its purpose is to prevent solder shorts between solderpads in dense areas of the pcb. It is optional but we recommend that you get it.
Now to your second question. All you need to supply is the one up Eagle file and we will give you as many pcbs as will fit in 1 dm2. There is a modest charge of Euro 9.72 for routing these boards.
